Private Finance and It: A Practical Guide

This guide documents the Central IT Unit's view of best practice in the use of private finance for Information Technology (IT) projects. It builds on, and interprets for IT projects, the Treasury Taskforce's Partnerships for Prosperity, published in October 1997. It is intended to be a useful handbook of knowledge, based on the experience of deals for IT services which have been agreed, and are now in the process of implementation. The guide is written from the perspective of the public sector, but we hope that it will also be of value to those in the private sector who have an involvement on the creation or operation of a private finance deal for IT services.

In the financial year 1996/97, private finance deal for IT services were signed with an estimated capital investment value of 350 million. The total service charges for these deals are likely to be in excess of 1.5 billion.
